Control permit to work operations


Application

This unit involves the skills and knowledge required to perform work in association with a permit system.

Permits to workare a formal system used to control high risk activities in power generation facilities. They specify the control measures to be used. Permits ensure that all hazards and precautions have been considered beforeany hazardous workbegins.

Competency in this unit requires the ability to plan and prepare for permit to work procedures,perform permit duties and complete work. Individuals will, in general, work as an operator, in a power generation facility.

Power generation plant operators are typically trained and authorised to isolate, prepare plant and issue permits to work.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Note: Workplace practice

The application of the skills and knowledge described in this unit may require a licence or training permit to practice in the workplace where work is carried out on gas and electrical installations. Additional conditions may apply under state and territory legislative and regulatory licensing requirements.

Plan and prepare for permit to work procedures

1.1

Permit to work requirements are identified from work orders, in accordance with workplace procedures and are confirmed

Information and documentation related to controlling permit to work procedures is obtained, in accordance with workplace policies and procedures

Work, Health and Safety (WHS)/Occupational Health and Safety (OHS) regulations, industry standards and workplace procedures are identified and monitored

Power generation plant is identified, in accordance with workplace procedures

Consultation with key stakeholders to identify state of power generation plant, isolations and maintenance timetable is confirmed, in accordance with workplace procedures

Perform permit duties

2.1

Permit is obtained and relevance to work is confirmed, in accordance with workplace procedures and job requirements

2.2

Isolations and appropriate barriers or taggings are confirmed, in accordance with workplace procedures and permit requirements

2.3

Permit requirements are clarified to personnel involved in or affected by the work, in accordance with workplace procedures

2.4

Personnel involved in work tasks are signed on to permits prior to commencement of work, in accordance with workplace procedures

Permit conditions are monitored and controlled throughout work sequence, in accordance with workplace procedures

Complete work

3.1

Power generation plant is inspected and returned to normal operation, in accordance with workplace procedures

Staff signed on to permit are signed off, in accordance with workplace procedures

3.3

Work is completed and appropriate personnel are notified, in accordance with workplace procedures
